State Water Action Plans (SWAP) and Approval Status
One of the crucial elements of AMRUT 2.0 is the State Water Action Plans (SWAP). Each state and UT must submit their SWAP for approval within two years of the mission’s launch. These plans outline the steps for ensuring water security and managing water resources effectively.
To date, a total of ₹63,976.77 crore has been allocated for the implementation of SWAP. However, some states, including Arunachal Pradesh, Delhi, Haryana, and Chhattisgarh, are yet to approve their SWAP for 90% of the allocated funds.
Project Implementation and Monitoring
As of November 15, 2024, the government has awarded contracts for 4,916 projects worth ₹85,114.01 crore. In addition, 1,198 projects are still in the Detailed Project Report (DPR) stage. These projects are at various stages of implementation, and the States have been urged to expedite the process.
Project Implementation Framework includes:
- State High Powered Steering Committees (SHPSCs): These committees, led by the Chief Secretary of each state, are responsible for overseeing the execution of AMRUT 2.0 at the state level.
- State Level Technical Committees (SLTCs): These committees provide technical support and ensure the smooth execution of the projects.
- Apex Committee: At the national level, an Apex Committee monitors and reviews the progress of the AMRUT mission.
- Independent Review and Monitoring Agencies (IRMAs): These agencies assess the progress and implementation quality of the projects.
Regular reviews of the projects are conducted through video conferences, webinars, and site visits to ensure efficient and timely implementation.
Financial Expenditure and Progress of AMRUT 2.0
Out of the total ₹63,976.77 crore central assistance, ₹11,756.13 crore has been released to States and UTs. From this amount, ₹6,539.45 crore has been spent, and ₹17,089 crore (including state contributions) has been utilized in total. The overall expenditure reflects the significant progress of the mission and the ongoing efforts to address urban water challenges.
As of now, ₹23,016.30 crore worth of works have been completed. These include important infrastructure projects aimed at improving water management, sewerage systems, and green spaces in cities across India.
